Bio: Dr. Henry C. McKoy, Jr. has had an extensive and impactful career across various sectors, including government, academia, and finance. From July 2022 to January 2024, he served as the inaugural Director of the Office of State and Community Energy Programs (SCEP) in the U.S. Department of Energy, managing a $16 billion portfolio to advance the equitable clean energy transition. Under his leadership, SCEP oversaw key programs like the Weatherization Assistance Program, State Energy Program, and Community Programs while playing a crucial role in coordinating $100 billion in DOE climate-related funding and leading efforts to deploy $500 billion in place-based clean energy investments. Dr. McKoy then transitioned to a new Presidential appointment as Senior Advisor to the Undersecretary for the U.S. Office of Science and Innovation, where he focuses on community-based innovation through the National Laboratory system.

Before his federal appointments, Dr. McKoy was a prominent figure in North Carolina’s academic and public sectors. He was the Director of Entrepreneurship at North Carolina Central University School of Business and held simultaneous academic positions at Duke University and Harvard University. He also served as the Assistant Secretary of Commerce for North Carolina, where he managed a $1.5 billion community development portfolio and oversaw divisions dedicated to regional and urban development. Earlier in his career, Dr. McKoy gained recognition as a business leader and banker, working for over a decade with major financial institutions and growing several multibillion-dollar divisions. He holds degrees from the University of North Carolina at Chapel Hill and Duke University, specializing in environmental management, economic development, and impact investing.
